Robert Marko 3c9d8f6c03 phy: add driver for Qualcomm IPQ40xx USB PHY 
Add a driver to setup the USB PHY-s on Qualcom m IPQ40xx series SoCs.
The driver sets up HS and SS phys.

In order to build the documentation, use ``make htmldocs`` or

several of them using the Restructured Text markup notation.
